Whether Commerce 5.6.1 ExtendedSites business model has functionality to specify minimum or maximum quantity of an item that a customer can purchase.
e.g. if the company has pens on sale, they want to specify that their
customers can only purchase the pens in multiples of, say 50. Any
other quantity of that product will not be sold or added to the shopping
cart.

uh...CATENTSHIP table is what you want - review the documentation on
NOMINALQUANTITY and QUANTITYMULTIPLE columns.
